Rwandan Community in France Accuses RFI of Giving Platform to FDLR

The Rwandan Community in France (Communauté Rwandaise de France, CRF) has filed a formal complaint against Radio France Internationale (RFI), accusing the broadcaster of providing a platform to members of the FDLR - a group responsible for the 1994 Genocide against the Tutsi - and presenting them as a legitimate political movement.

The complaint, submitted on November 15, 2025, was addressed to ARCOM, France’s audiovisual and digital communications regulator.

According to the CRF, RFI crossed an ethical line after publishing an article on November 10, 2025, headlined: “We will continue to fight until Kigali accepts talks: FDLR said.” The community argues that the article, written by journalist Patient Ligodi, portrays the FDLR as a lightly armed faction operating in eastern DR Congo while downplaying its genocidal background and decades-long record of atrocities.

The complaint, signed by lawyer Me Richard Gisagara, notes that the FDLR has been widely condemned and sanctioned by the United Nations, the United States, and the European Union for crimes committed in both Rwanda and eastern DR Congo over the past three decades. Several of its leaders have been convicted in German courts for their role in genocide and mass violence.

The CRF argues that RFI’s reporting failed to provide essential contextual information, effectively granting respectability to a group internationally recognized as terrorist.

“CRF regrets that RFI, as a state media outlet expected to uphold democratic values, has not fulfilled its responsibility to provide accurate and balanced information,” the organization stated. “Instead, it repeats the group’s statements without verification, giving them a credibility they should not have.”

In its submission, the CRF cited the French law of September 30, 1986, as well as the editorial guidelines of France Médias Monde and RFI’s internal code of conduct, all of which require journalists to report truthful, balanced, and contextualized information. These rules specifically prohibit journalists from acting as mouthpieces for armed groups.

The CRF also linked the timing of the RFI article to political pressure in the Democratic Republic of Congo, recalling that in January 2025 the DRC government threatened foreign media with severe punishment - including the death penalty - for coverage deemed to oppose the state narrative. According to the CRF, this atmosphere has led some outlets to propagate unfiltered pro-government messaging, increasing the spread of anti-Rwandan rhetoric.

“This pressure has pushed some media to relay DRC propaganda without scrutiny,” the organization warned. “Such bias endangers Rwandan voices, who continue to be targeted by hate speech.”

The CRF is now urging ARCOM to investigate the incident and take appropriate action to ensure that RFI complies with professional standards and legal obligations.

In its concluding remarks, the community reaffirmed its commitment to defending historical truth and combating hatred and impunity: “We will continue to do whatever is necessary to preserve a truthful history and protect our community.”
