Rwanda Welcomes Congolese Refugees Amid South Kivu Fighting

Rusizi District, 14 December 2025 - Mayor Sindayiheba Phanuel of Rusizi District emphasized that Rwanda is a peaceful country and continues to welcome Congolese refugees fleeing conflict in eastern Democratic Republic of the Congo (DRC).

The mayor explained that some refugees requested to live with family and friends rather than in temporary camps. 207 individuals were relocated from the Nyarushishi camp to stay with relatives and friends in areas including Bugarama Sector.

“207 requested to live with families of friends, especially in Bugarama. Those we helped to leave the camp where they were temporarily hosted went to live with friends and relatives. As we have said, Rwanda is a peaceful country, a country that welcomes and treats well anyone who comes to us,” Mayor Sindayiheba said.

The first batch of 199 Congolese refugees arrived in Rwanda on December 3, 2025, following intensified clashes between the DRC Army and its allies against the AFC/M23 coalition in South Kivu Province. Some refugees have since returned to the DRC through the Rusizi border crossing to Bukavu, while the majority remain with host families in Rwanda.

Since the Rusizi Valley battle began last week, AFC/M23 fighters have captured several strategic areas, including Katogota, Rurambo, Luberizi, Luvungi, Mutalule, Bwegera, Nyakabere, Sange, Runingo, and Kiliba. Reports indicate that even Uvira town experienced gunfire prior to the capture of Kiliba, reportedly from Wazalendo fighters, heightening the urgency for civilians to seek safety.

Rwanda’s response underscores its role as a safe haven for those fleeing conflict in neighboring regions.
