Rwanda and Oman Sign Four Strategic Cooperation Agreements

Kigali/Muscat, January 12, 2026 - Rwanda and the Sultanate of Oman on Monday signed four cooperation agreements aimed at strengthening bilateral ties across key sectors, including transport, technology, and innovation, the Omani government announced. The agreements were concluded following an official visit by a high-level Rwandan delegation to Oman, led by the Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe. The delegation also included the Minister of Technology and Innovation, Paula Ingabire, the Minister of Finance and Economic Planning, Yusuf Murangwa, and the State Minister for Infrastructure at the Ministry of Infrastructure, Eng. Jean de Dieu Uwihanganye. According to Omani authorities, the accords focus on enhancing cooperation in land ports and freight transport, with both countries set to benefit from joint initiatives aimed at developing logistics and trade infrastructure. Additional agreements cover the establishment of a large data warehouse, the development of IT infrastructure, and collaboration on projects related to artificial intelligence. Under these frameworks, Rwanda and Oman will jointly build capacity, share expertise, and develop strategies and regulatory frameworks to advance technological innovation. A separate agreement on air transport will see Oman Air launch direct flights to Kigali starting in June 2026. The airline will operate two non-stop flights per week, marking a significant step in improving connectivity between the two countries. The fourth agreement, signed between the Rwanda Development Board (RDB) and Oman Airports Company, focuses on air transport development through joint investments, infrastructure development, and the exchange of technical expertise. Speaking after the signing ceremony, Amb. Nduhungirehe described the agreements as a major milestone in Rwanda-Oman relations, emphasizing their tangible benefits for citizens of both nations. “Rwanda and Oman share geographical and strategic links through the Indian Ocean, particularly as Rwanda is a member of the East African Community,” he said. “We are committed to implementing these agreements and to signing more in the coming days, all with the goal of delivering real benefits to our people.” Oman’s Minister of Transport, Communications and Information Technology, Eng. Saeed bin Hamoud Al Maawali, said the agreements align with Oman’s broader strategy to expand cooperation with East Africa. He added that the accords not only reinforce the strong bilateral relations between Rwanda and Oman but also contribute to shaping a wider framework for cooperation between the Middle East and Africa.
