Qatar and DRC Sign Six Bilateral Agreements to Strengthen Cooperation

Kinshasa, November 21, 2025 - During an official visit to Kinshasa, the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, and the President of the Democratic Republic of Congo, Félix Tshisekedi, presided over the signing of six bilateral agreements aimed at deepening cooperation between the two nations.

The memoranda of understanding cover a range of strategic areas, including port management between Mwani Qatar and the Congolese National Transport Office (ONATRA), legal cooperation, visa exemptions for holders of diplomatic and special passports, and partnerships focused on youth and sports development.

The two governments also established a mechanism for regular political consultations and signed a memorandum between the Qatar Fund for Development and the Congolese Ministry of Social Affairs to support a multi-sectoral emergency response in South Kivu, addressing urgent humanitarian and development needs.

This series of agreements builds on previous commitments, notably the letters of intent signed in September 2025, which outlined an investment portfolio worth US$21 billion, signaling a significant boost in bilateral economic and strategic relations.

The agreements highlight both countries’ commitment to enhancing political, economic, and social collaboration, fostering sustainable development and regional stability.
