Mali Council of Ministers Adopts New Regulations for Architects and Makes Key Appointments

Bamako, Mali - The Council of Ministers of Mali convened on Wednesday, November 5, 2025, at the Koulouba Palace under the chairmanship of General Assimi Goïta, President of the Transition and Head of State. The meeting resulted in the adoption of new draft texts governing the profession of architects, a series of key appointments, and several important government communications.

On the proposal of the Minister of Urban Planning, Housing, Domains, Territorial Development, and Population, the Council adopted new regulations aligning Mali’s architecture profession with West African Economic and Monetary Union (UEMOA) standards.The reforms allow architects from UEMOA member states to freely practice in Mali, introduce a 24-month mandatory professional internship, and establish Regional Councils and a Government Commissioner to the Order of Architects.

Several high-level appointments were made across ministries:

Defense and Veterans Affairs: Colonel-Major Boubacar Yassanry Sanogoh was named Director of Joint Higher Defence Studies at the War College of Mali.

Reconciliation, Peace and National Cohesion: Mamadou Fane was appointed Secretary General, with Chief Police Controller Sory Ibrahim Ousmane Sidibe as Technical Advisor.

Foreign Affairs and International Cooperation: Major General Ibrahima Dahirou Dembele was named Ambassador to Saudi Arabia.

Economy and Finance: Aly Boubacar Cissé became Paymaster General of the Treasury, with Amadou Camara, Ibrahim Coulibaly, and Niarga Keita appointed to key Treasury roles.

Agriculture: Bréhima Sogoba was appointed National Director of Rural Engineering, and Bourama Dembele became CEO of the Land Development and Irrigation Water Supply Agency.

Livestock and Fisheries: Mamadou Traoré was named National Coordinator of the Sustainable Development Project for Pastoral Farms in the Sahel.

Cybercrime Convention: Mali participated in the UN Convention against Cybercrime signing in Hanoi, Vietnam, reaffirming its commitment to global digital security.

Lomé Peace and Security Forum: Malian officials called for greater strategic autonomy and solidarity for the Sahel region.

Non-Aligned Movement Meeting: Mali reiterated its commitment to peace and sovereignty while denouncing foreign support to terrorist groups.

Aswan Forum: The Foreign Minister represented Mali at discussions on Sahel cooperation and bilateral relations.

Additionally, the Minister of Health and Social Development reported a rise in dengue cases, prompting the Head of State to call for stricter public health measures.
