GARBOUGNA, Tillabéri Region-The November 19 attack revealed persistent terrorist capabilities despite overall security improvements. Preliminary investigations indicate roughly 80 attackers employing coordinated vehicle-borne IEDs, direct assault, and supporting fires, pointing to professional training and multi-week planning.

The gendarmerie position on the Téra-Niamey axis demonstrated the attackers’ ability to strike near the capital while disrupting vital supply routes. The toll-17 killed, 34 injured-marks the largest security force loss since the transition began.
