EU Grants Rwanda €95 Million to Boost Vaccine Production and Health Innovation
BRUSSELS - The European Union has pledged €95 million (approximately 130 billion Rwandan francs) to support Rwanda’s growing role in vaccine production and biomedical innovation, further cementing Kigali’s position as a leading health hub in Africa.
The announcement came following a meeting on October 9, 2025, between Rwandan President Paul Kagame and European Commission President Ursula von der Leyen on the sidelines of the EU-Africa Global Gateway Forum in Belgium. The discussions centered on bilateral cooperation, public health, and EU support for Rwanda’s vaccine production capacity, particularly through the BioNTech mRNA vaccine factory in Kigali.
According to a statement from the Office of the President (Urugwiro Village), the two leaders also met with European Investment Bank (EIB) President Nadia Calviño and BioNTech CEO Uğur Şahin to formalize the €95 million funding package aimed at strengthening Rwanda’s biopharmaceutical sector.
Opened in 2023, the BioNTech facility in Kigali-funded through the EU’s Global Gateway initiative-was the first of its kind in Africa. It was designed to address vaccine shortages and enhance local production capacity across the continent. President Kagame has previously emphasized that the project will reduce Africa’s dependency on imported medicines and vaccines, enabling the continent to better respond to future pandemics.
Von der Leyen, writing on X (formerly Twitter), reiterated the EU’s commitment to Rwanda’s peace and development efforts, highlighting support for the Rwanda-DRC peace process mediated by the United States.
“We support the peace agreement between Rwanda and the Democratic Republic of the Congo, backed by the U.S.,” von der Leyen said. “The European Union stands ready to support President Kagame’s path toward peace and sustainable investment in the region.”
She added that the new €95 million investment underscores the EU’s trust in Rwanda’s vision of becoming a continental hub for medicine and innovation, strengthening its leadership in Africa’s public health transformation.
The meeting came amid continued diplomatic friction in the region, as President Félix Tshisekedi of the DRC once again delayed cooperation efforts with Rwanda, blocking the signing of a bilateral economic partnership agreement earlier in October.
Despite these challenges, the EU’s renewed investment signals international confidence in Rwanda’s governance, stability, and scientific capacity, marking another milestone in its rise as a model for African-led innovation in global health.
