DRC: Regulatory Framework for Small Businesses and Retail Trade Revised

The Deputy Prime Minister and Minister of National Economy, Daniel Mukoko Samba, finalized the revision of the regulatory framework governing small businesses and retail trade in the Democratic Republic of the Congo on Thursday, November 13, 2025, in Kinshasa.

The workshop, held from October 9 to 15, aimed to modernize regulations, protect local economic actors, and strengthen national competitiveness, while promoting formalized and fair trade.

Minister Mukoko Samba reaffirmed his commitment to implementing the reforms in collaboration with all stakeholders and announced that the draft texts would be submitted to Prime Minister Judith Suminwa for review by an inter-ministerial committee before adoption by the Council of Ministers.

The workshop brought together representatives from relevant ministries, the private sector, trade unions, and small business associations.
