Kinshasa, DRC - At the opening of the 11th Makutano International Business Forum on Tuesday, November 25, 2025, Prime Minister Judith Suminwa addressed domestic debt management, placing it at the center of the government's economic priorities.

The Prime Minister announced a new plan to distinguish between legitimate and fictitious claims, clarifying that only debts arising from regular purchase procedures would be honored, while “fictitious cases” would not be settled. She acknowledged that the conflict in eastern DRC had disrupted repayment schedules but reassured participants that the State is committed to fulfilling obligations to genuine creditors.

Ms. Suminwa emphasized that this initiative aligns with broader efforts to strengthen transparency, public finance reform, and economic governance, aiming to restore confidence among domestic and international partners. The announcement comes as the DRC prepares an ambitious budget for 2026, seeking to balance fiscal responsibility with investment in key sectors.
