DRC: Plea for Accessible Administrative Justice at Opening of Judicial Year at Council of State
During the public and solemn opening session of the 2025-2026 judicial year at the Council of State, held on Thursday, November 13, 2025, at the People’s Palace, several speakers advocated for more accessible and better-regulated administrative justice.
The president of the National Bar Association called for free legal aid in disputes involving the administration, particularly in cases of demolition and expropriation. Attorney General Jean Paul Mukolo Nkokesha denounced abuses related to summary proceedings and urged more rigorous oversight of appeals.
First President Brigitte Nsensele wa Nsensele highlighted the efficiency of the judicial administration and welcomed the historic appointment of a woman to head the High Court, which oversees the administrative courts and courts of appeal in the DRC.
