Doha Hosts Framework Agreement Between Congolese Government and AFC/M23 to Restart Peace Talks
The Government of the Democratic Republic of the Congo and the AFC/M23 rebel movement have signed a framework agreement in Doha aimed at reviving negotiations toward a comprehensive peace deal.
The agreement, reached on Saturday, November 15, outlines both the methodology and the timeline for upcoming discussions. Although the full text is still being finalized, the document calls for the drafting-within two weeks-of several protocols that will guide talks on key issues including humanitarian access, security arrangements, disarmament and reintegration (DDR), the restoration of state authority, the return of displaced populations, economic recovery, and transitional justice.
It also highlights the need to address the root causes of the conflict, such as discrimination, national cohesion, and inclusive governance.
Despite this diplomatic breakthrough, the situation on the ground in North and South Kivu remains volatile. Clashes continue between the FARDC and AFC/M23, with both sides accusing each other of violating ceasefire commitments.
