Constitutional Court Rejects Constant Mutamba’s Appeal

Kinshasa, December 19, 2025 - The Constitutional Court on Friday rejected an appeal filed by Constant Mutamba, upholding a preliminary ruling issued by the Court of Cassation that found his objections admissible but unfounded.

Mutamba, who was prosecuted for the embezzlement of public funds earmarked for the construction of a prison in Kisangani, had challenged the legality of the parliamentary vote that authorized his indictment.

After examining the appeal, the Constitutional Court dismissed his arguments, thereby confirming the lower court’s decision. As a result, Constant Mutamba was sentenced to three years in prison.

The ruling brings legal clarity to a case that has drawn significant public attention due to its implications for public accountability and the management of state funds.
