Burkina Faso: Council of Ministers Adopts Five Decrees Reforming Civil Service Professions

Ouagadougou, December 17, 2025 - During its ordinary session held on Wednesday, December 17, 2025, under the chairmanship of President Captain Ibrahim Traoré, the Council of Ministers adopted five decrees aimed at modernizing and better structuring civil service professions.

The decrees, under the oversight of the Ministry of Public Service, Labor, and Social Protection, revise previous regulations to align with the Interministerial Directory of State Professions (RIME).

Renames the occupational family "Social Education" to "Social Assistance".

Social Education Assistant → Social Affairs Assistant (Categories B & C)

Social Education Advisor → Social Affairs Administrator (Category A)

Introduces provisions for secondment of probationary civil servants applicable across civil service positions.

Integrates specialist veterinarian (Category P) in the "Veterinary Diagnosis and Care" family.

Renames Medical Biologist → Medical Biology Engineer.

Ceases recruitment for Clinical Psychologist positions.

Introduces Assistant in Economics and Development (Category B).

Integrates the Industrial Development family with positions: Senior Technician in Industrial Engineering (B) and Industrial Engineer (A).

Gradually eliminates the Statistical Engineer position (A) within the Statistics and Demography family.

Human Resources and Administration Management → Human Resources Management

Corresponding adjustments for assistants and advisors across categories A, B, and C.

Creates Hydrogeological Works Engineer (Category A) in the Hydrogeology family.

Establishes the Drilling Workshop occupational category with positions from technical agent (C) to design engineer (A).

These reforms aim to streamline career paths, modernize job classifications, and improve public sector human resource management, ensuring civil service roles are clearly defined and aligned with current institutional needs.
