AFC/M23 Accuses Burundi of Planning Airstrikes on Civilians in DRC

North and South Kivu, November 30, 2025 - The AFC/M23 coalition, engaged in fighting in the Democratic Republic of Congo (DRC), has accused Burundi of planning airstrikes on civilians in the provinces of South Kivu and North Kivu.

According to AFC/M23 spokesman Lawrence Kanyuka, the attacks carried out by Sukhoi-25 fighter jets and drones are coordinated from Burundi, which he described as a secret base for DRC government forces.

“All the attacks on densely populated areas and conflict zones are planned in Burundi,” Kanyuka said. “This country has become a base for the Kinshasa government forces.”

Kanyuka further alleged that Burundi is directly involved, with its army and the Imbonerakure militia participating in attacks on Congolese civilians.

Bertrand Bisimwa, deputy leader of AFC/M23 in charge of political affairs, condemned these operations as crimes against humanity and war crimes.

Since October 2025, the Burundian army has reportedly closed roads connecting residents of the Minembwe area in the territories of Fizi, Uvira, and Mwenga, limiting access to markets and medical care. A Burundian army spokesman, Brig Gen Gaspard Baratuza, confirmed the closures but accused local Banyamulenge communities of collaborating with enemies - a claim denied by human rights groups.

Since November 26, Burundian troops have engaged AFC/M23 forces in Mwenga territory, attempting to target positions held by DRC government forces. On November 30, AFC/M23 reported significant Burundian casualties, with many soldiers buried in mass graves and the wounded transported to Kisangani in Tshopo province for treatment.
