ARE Signs Strategic Partnership with ENA to Certify Managers and Staff

Kinshasa March 20, 2026 - The Electricity Regulatory Authority (ARE) of the Democratic Republic of Congo has signed a memorandum of understanding with the National School of Administration (ENA), establishing a strategic partnership to provide high-level certification training for its managers and staff. The agreement, formalized during a ceremony at ENA on Friday, March 20, aims to strengthen ARE’s capacity in project management, public procurement, financial modeling, environmental safeguards, and risk management. Staff will benefit from internationally recognized certifications, including PMP for directors and CAPM for managers, enhancing the Authority’s project-oriented structure. In her remarks, ARE Director General Soraya Aziz-Moto emphasized the strategic significance of the partnership. “ENA has established itself as the absolute benchmark for training administrative elites in our country,” she said. “This collaboration demonstrates that our administration can reinvent itself from within, combining institutional heritage with modern management methods.” She added that certification programs will equip ARE staff with universal project management skills, ensuring precision, efficiency, and accountability in license processing and audits. “By certifying our teams, we are not simply seeking qualifications, but guaranteeing surgical precision and record-breaking efficiency in processing each license application and audit,” she stated. Soraya Aziz-Moto also highlighted the broader goal of transforming the public administration sector. “Become the faces of this new era where every regulated kilowatt is managed with certified expertise, for the greater good of our nation,” she urged. Speaking at the ceremony, ENA Director General Tombola Muke praised ARE’s initiative and confirmed that the collaboration, which includes PMI and ISO certifications, will commence promptly. He emphasized that this training will provide ARE with the skilled human capital needed to enhance governance and align with international standards while supporting sustainable development in the DRC.
